Private water and wastewater utility

Treatment capacity where municipal servicing does not reach.

Brookstream designs, permits, owns and operates small-footprint water and wastewater treatment infrastructure. We hold the environmental approval wherever the framework allows and run the plant for the long term, so our clients hand off the servicing problem and the compliance that comes with it.

Who we are

A private utility built to own the problem no one else will.

Across Ontario and Northern Canada, wastewater has nowhere to go. Municipal treatment plants are at capacity, expansions take a decade, and the disposal routes that remote operators relied on are closing.

Brookstream steps in as the owner and operator. We design and permit the treatment plant, carry the compliance obligation, and stay accountable for it for as long as it runs. Our clients get servicing on their schedule, without taking on a utility.

  1. We design and permit

Brookstream engineers each plant to the site and leads the approvals process, so our clients are not left navigating it alone.

  2. We own and hold the approval

Brookstream owns the plant and obtains and holds the MECP Environmental Compliance Approval wherever the framework allows.

  3. We operate for the life of the plant

Certified operators, remote telemetry and scheduled maintenance, under one operating team and one technology standard.

How we operate

Design, permit, own, operate. On every site, the same way.

One technology standard and one operating team serve every site. Each new project builds on the last.

  1. Design

Plants are sized to build-out or expected volume using factory-built modules, from roughly 20,000 litres a day upward, and expanded as demand grows.

  2. Permit

Brookstream leads the approvals, from the MECP Environmental Compliance Approval to municipal consent, and holds them wherever the framework allows.

  3. Own

Brookstream holds title to the plant and stays accountable for its performance, so the client never has to become a utility.

  4. Operate

Certified operators, SmartCell telemetry and scheduled maintenance keep every site compliant, around the clock.

Technology platform

Modular treatment, standardised across both divisions.

Brookstream deploys Miracell rotating biological contactor units from Miranda Water Technologies: low-energy, low-intervention treatment that scales by adding modules.

  • No mechanical aeration, lowering power draw and operator time
  • Real-time remote monitoring across every site
  • Deployable in weeks rather than years
Why now

Two structural gaps, both widening.

Approved homes that cannot connect

Ontario has committed to 1.5 million new homes by 2031, yet subdivisions with planning approvals sit stalled because the municipal plant has no allocation to give. Municipal expansions run on ten to fifteen year horizons. Bill 98, which received Royal Assent in June 2026, now creates a consent pathway for private communal systems.

Residential division

A disposal route that is closing

Northern Ontario's mines, camps and communities have long relied on land trenches and municipal lagoons for hauled sewage. New trench approvals are not being granted, municipal plants ration septage, and the Ring of Fire build-out will add workforce camps that are not serviced. Monitored, permitted treatment has yet to be delivered at this scale.
