Our platform

We design, permit, own and operate.

Brookstream is a private utility. We deliver the treatment plant, hold the approval wherever the framework allows, and operate the asset for the long term, so our clients hand off the servicing problem together with the compliance burden.

The model

A utility that sits where the capacity gap is.

Municipal treatment capacity decides which developments proceed and where liquid waste can go. Where that capacity does not reach, Brookstream designs, permits, owns and operates small-footprint treatment infrastructure on site.

Because Brookstream owns each plant for its full life, our clients work with a long-term operator that has a direct stake in performance, not a contractor who hands over the keys and leaves.

Design

Each plant is engineered to the site, sized to build-out or expected volume, and expanded module by module as demand grows.

Permit

Brookstream leads the approvals and, wherever the framework allows, obtains and holds the MECP Environmental Compliance Approval in its own name.

Own

Brookstream holds title to the plant and remains accountable for it for as long as it operates.

Operate

Certified operators, remote monitoring and scheduled maintenance, delivered by one operating team across every site.

Technology platform

Miracell RBC, from Miranda Water Technologies.

Modular rotating biological contactor units, standardised across both divisions. Capacity grows by placing more units, so plant size tracks build-out or volume.

Modular and scalable

Factory-built units sized from roughly 20,000 litres a day upward. Capacity is added unit by unit as demand grows.

Low energy, low intervention

Rotating biological contactors treat without mechanical aeration, lowering power draw and operator time compared with membrane systems.

Remote monitoring

SmartCell telemetry gives real-time visibility across every site and supports the record-keeping each approval requires.

Fast to deploy

Units arrive on skids and are placed on a prepared pad or inside an existing building. Commissioning is targeted within months, not years.

Regulatory foundation

Bill 98, Schedule 6: a consent pathway for private communal systems.

The Building Homes and Improving Transportation Infrastructure Act, 2026 received Royal Assent on June 2, 2026. Its stated purpose is to give proponents certainty in support of housing supply.

What the Act does

  • Amends Municipal Act, 2001 s.93 so that non-municipal communal water and wastewater systems are treated as public utilities operating with municipal consent.
  • Creates regulation-making authority under which, where prescribed conditions are met, the municipality must consent: area criteria, plans meeting standards, financial assurance in place, construction to prescribed standards.
  • Amends Safe Drinking Water Act s.53 so one municipal consent satisfies both statutes.
  1. Municipal consent

Brookstream owns and operates the plant as a private utility under a s.93 consent agreement with the municipality.

  2. Provincial approval

Brookstream obtains and holds the MECP Environmental Compliance Approval for each plant and carries the compliance obligation, wherever the framework allows.

  3. Financial assurance

Brookstream posts the financial assurance required under the approval and the consent in its own name, so the developer carries none.

Status: the mandatory consent stream becomes operative once regulations under ERO 026-0302 are prescribed. Until then, consent is granted project by project, and Brookstream is participating in the consultation. This summary reflects Brookstream's understanding as at September 2026 and is not legal advice.

Operating standard

Built to be replicated.

Every site uses the same unit, the same approach and the same operating team. That consistency is what lets the platform scale across subdivisions, hauler facilities and remote sites.

One approvals playbook

A repeatable path through provincial approvals and municipal consent, refined project by project.

One technology standard

Miracell RBC units and SmartCell telemetry at every site, in both divisions.

One operating team

Certified operators, training and supervision for host-site personnel, and scheduled maintenance.

A long-term operator

Brookstream stays with every plant it builds, so clients have one accountable partner for its full life.
